There are allegations against a highly placed government official.
This official has a long history of official financial malfeasance.
The alleged co-conspirator and whistleblower is at large.
There are allegations of murder in attempts to cover evidence.

What does the government do?
Arrest the alleged co-conspirator’s father.
Arrest the alleged co-conspirator’s wife.
Arrest the alleged co-conspirator’s children.
Arrest the alleged co-conspirator’s dog.

What about:
Suspending the government official?
Arresting the government official for interrogation?
Arresting the government official’s father?
Arresting the government official’s wife?
Arresting the government official’s children?
Arresting the government official’s dog?

If the government’s actions are not terroristic, what are they?
Now, it is obvious that a terrorist government breeds terrorist citizens.
The long and continuing terrorism in the country is partly due to the terroristic actions of the Nigerian Government.
No legal government arrests the relatives of a suspect.
