Which candidates will Africans choose?

1. A candidate who hand-tars a road for 1 million Naira to bribe the electorate and steals the entire 1 billion Naira budgeted for roads on getting elected into office?

Or

2. A candidate with integrity but not financially endowed who sensitizes the electorate to the horrible road conditions, is elected into office and uses the entire 1 billion  Naira to build roads?

Under a thievocratic system of elections, the Gullible electorate will choose candidate number one.
The same Ikpulites will complain after electing candidate number one for the next four years about the horrible road conditions.
