Will this truth apply if they are dual citizens or not, according to your appraisal? The Europeans (Anglo-Saxons) in particular who happen to become American Presidents are at the time no longer Dual citizens, but full fledged , concrete Americans, unlike Africans. If they are dual citizens, then they are not lost, but still Bona Fide citizens of their countries, and therefore, still worthy of celebration.
Boris Johnson, the current British Foreign Minister was a dual citizen of Britain and America. He was not celebrated in America when he became Mayor of London. In fact when he was asked to pay American taxes on the gain on his London property, he immediately renounced his American citizenship.
