Bad deeds are ascribed to the leaders of countries and territories.
Good deeds are ascribed to the leaders and citizens of countries and territories.

Who elects the leaders of countries and territories?
Do the citizens elect the leaders of countries and territories, or do the leaders choose the citizens of countries and territories?

If the President of Ndiolumbe is a war criminal, are the citizens of Ndiolumbe also war criminals since they elected the President of Ndiolumbe?
Or do we dissociate the citizens from the actions of their elected President?

As powerful as Presidents are, Presidents need the Legislature, representing the people, to act.
Even in dictatorships, opposition eventually leads to change.

If the citizens of countries are exonerated from criminal activities perpetrated by their leaders, then no German except Hitler bears any blame for World War I, II, and the Holocaust.

Or is the principle of collective guilt applied only to leaders when the country is a superpower or is backed by a superpower?

Are Trump and Netanyahu responsible for the atrocities in Gaza, or are Americans and Israelis complicit?
Do we ascribe good deeds by Trump and Netanyahu to America and Israel respectively, and bad deeds to their leaders?

If an elected leader of a country engages in war crimes or commits crimes against humanity, the whole country is guilty as charged.
